General Notice

Clermont County Board of Commissioners (Owner) is requesting Bids for the construction of the following Project:

PART A – NEWTONSVILLE AREA WASTEWATER TREATMENT PLANT; PROJECT 6402-60117

&

PART B – NEWTONSVILLE COLLECTION SYSTEM ASSESSMENT; PROJECT 6402-60116

Bids for the construction of the Project will be received at the Board of County Commissioners, Clermont County located at 101 East Main Street, Third Floor, Batavia, Ohio 45103, until 13th-day, January, 2022 at 2:00 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Part A consists of the construction of the proposed Newtonsville Wastewater Treatment Plant, having an average design capacity of 57,000 gallons per day, and includes a submersible pump station, backup power generator, approximately 1,060 linear feet of 8-inch gravity sewer main and six manholes.

Part B of this Project consists of the construction of the proposed collection system that will serve the wastewater treatment plant and includes approximately 16,603 linear feet of 8-inch gravity sewer main, 1,450 linear feet of 4-inch force main, 70 manholes and a submersible pump station with a backup power generator and calcium nitrate (bioxide) odor control system. The Owner expects to proceed with the construction under this Project immediately after satisfactory acceptance and award of the construction bid(s) and execution of the contract(s) Bids are requested for the following Contract:

Owner anticipates that the Project’s total combined bid price will be approximately $11,740,000.00. The Project has an expected substantial completion duration of 465 calendar days and final completion duration of 500 calendar day. Contract(s) shall start on their individual Notice to Proceed, and run concurrently, where applicable.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM to 4:30 PM, and may obtain copies of the Bidding Documents as described below. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than stated below.

Bidding Documents also may be examined by members of the ACI – Plan Room located at 3 Kovach Drive, Cincinnati, Ohio, 45214, Mondays through Fridays during normal business hours. ACI is a membership organization.

Bidding Documents may be obtained during normal business hours at American Reprographics Company (ARC), 4219 Malsbary Rd, Blue Ash, OH 45242. Phone number (513) 326-2300. Printed copies of the Bidding Documents may be obtained from ARC by paying a non-refundable deposit of Three Hundred Dollars $300.00 for each set. Make deposit checks for Bidding Documents payable to Clermont County Treasurer. An additional non-refundable payment of Thirty Dollars ($30.00) must accompany any mail request.

Pre-bid Conference

A pre-bid conference for the Project will be held on 16th-day, December, 2021 at 10:00 AM at the Clermont County Water Resources Department Offices located at 4400 Haskell Lane, Batavia, Ohio 45103. Attendance at the pre-bid conference is encouraged but not required.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Each Bidder must submit their bid in QUADRUPLICATE, one (1) original and three (3) copies with each copy stamped “COPY”.  Each bidder must deposit with his bid, security as outlined in the amount of 100% of the bid if in the form of a Bid Bond or in the amount of not less than ten (10%) percent of the bid if in the form of a certified check, cashier’s check or letter of credit, for and subject to the conditions provided in the Information for Bidders and pursuant with Ohio Revised Code Section 153.54.  Bid Security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.  Letters of credit and bid bonds must be filed with original signatures.  Facsimile and electronic copies of the letter of credit, bid bond and Power of Attorney of the Surety will be deemed non-responsive.

All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, and labor in the implementation of their project.  Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.  Bidders must comply with the prevailing wage rates on Public Improvements in Clermont County, Ohio, as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239.

Attention of Bidders is particularly called to the requirements as to safety regulations, conditions of employment to be observed and minimum wage rates to be paid under the Contract.  All bids must comply with Clermont County General Instructions to Bidders in addition to the requirements set forth in the Specifications Documents referenced herein in order to be considered.

DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE OHIO REVISED CODE APPLY TO THIS PROJECT.  COPIES OF SECTION 153.011 OF THE OHIO REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES OR THROUGH http://codes.ohio.gov/orc/153.011.

No Bidder may withdraw his bid for a period of 60 days after the actual date of the opening thereof.  Contract award shall be made to the lowest and best bidder(s), and award may be subject to applicable funding agency approval, including the Ohio Public Works Commission (OPWC) and USDA-RD that are providing funds for portions of this work.  The Board of County Commissioners, Clermont County, Ohio, reserves the right to reject any and all bids, to waive any informalities in the bidding procedure, to accept any bid which it deems to be for the best interest of the County and to hold such bids for a period of sixty (60) days before taking action to award a contract.  These rights are reserved up until the time the contract is signed by the Board of County Commissioners.

American Iron and Steel

 Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A – Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.
