Case Management System for the Clermont County Common Pleas Court, Municipal Court, Common Pleas Court Clerk, and the Municipal Court Clerk


 The Board of Clermont County Commissioners will be accepting Competitive Sealed Proposals for a Case Management System, for and on behalf of the Clermont County Common Pleas Court (General, Domestic Relations, Juvenile and Probate Divisions), Clermont County Municipal Court, Clermont County Common Pleas Court Clerk, and the Clermont County Municipal Court Clerk. All proposals shall be submitted in a sealed envelope marked: Proposal – Case Management System, and must be received in the Office of the Board of County Commissioners, 101 East Main Street, Batavia, Ohio 45103, no later than 2:00 P.M. Local Time on Thursday, August 26th, 2021, at which time all proposals shall be opened and acknowledged publicly thereafter, pursuant to and in compliance with Section 307.862 of the Ohio Revised Code.

Work under this Project for the Clermont County Courts of Common Pleas and Clermont County Municipal Court, located in the Village of Batavia, Ohio, consists of procuring a complete case management system including all software, hardware, equipment, implementation, support and training to perform all necessary functions of docketing, scheduling and imaging to record and preserve the filings of all matters brought before the Courts. This will also include conversion of all data, digital and financial records.

Instructions to proposers, specifications and proposal form outlining the terms and conditions of the proposed purchase may be obtained and examined Monday thru Friday during the hours of 8:30 A.M.-4:00P.M. Local Time at the following locations:

Each proposer must submit their proposal in TRIPLICATE, one (I) original and two (2) copies with each copy stamped “COPY”, as well as, one (I) searchable PDF copy on a USB Drive.

All proposals must comply with Clermont County General Instructions to Proposers in addition to the requirements set forth in the Specifications Documents referenced herein in order to be considered. If necessary, discussions with offerors will be conducted for the purpose of ensuring full understanding of, and the responsiveness to the requirements specified in the request for proposals. A non-mandatory Pre-Proposal meeting is scheduled for Wednesday, August 11th, 2021, at  1:00 P.M., Local Time, in the Clermont County Court of Common Pleas Jury Assembly Room located at 270 East Main Street, Batavia, Ohio 45103. The contract will be awarded to the offeror whose proposal is determined to be the most advantageous to the County, taking into consideration the evaluation factors and criteria.

The Board of County Commissioners, Clermont County, Ohio, reserves the right to waive any informalities or to reject any or all

proposals. No proposer may withdraw his proposal for a period of one hundred twenty (120) days after the actual date of the

opening thereof.
