The Board of County Commissioners of Clermont County, Ohio, will hold a public hearing on Wednesday, June 19, 2019, at 10:00 A.M. Local Time in the Office of the Board of County Commissioners located on the 3rd floor of the County Administration Building at 101 East Main Street, Batavia, Ohio 45103 to consider the proposed Tax Budget for Fiscal Year 2020. Copies of the budget will be available for public inspection beginning June 14, 2019 in the County Commissioners’ and County Auditor’s Offices as well as on the County’s website, http://www.bcc.clermontcountyohio.gov/.
General Fund operating revenues support the basic functions of County Government, including Board of County Commissioners’ Building Inspection and Emergency Communications departments, the Judicial System, Auditor, Treasurer, Recorder, Prosecutor and Sheriff/Jail.

LEGAL NOTICE
On August 8, 2018, the Board of County Commissioners of the County of Clermont, Ohio, adopted Resolution Number 131-18 declaring the necessity to construct certain improvements for the County Waterworks System in the Clermont County Water Resources Department, Clermont County, Ohio.
The proposed improvements are described as follows:
This project consists of the installation of approximately 611 linear feet of 6” ductile iron water main and appurtenances along Taylor Avenue located in Stonelick Township, beginning at the intersection of Stonelick-Williams Corner Road and Taylor Avenue and extending northwestwardly along Taylor Avenue. The Project is identified as Project Number 6401-60149 known as the Taylor Avenue Water Petition Project. The cost of the Project, including construction costs, engineering fees, legal and administrative fees, and all necessary and incidental expenses in connection therewith, is currently estimated at $105,576.00, and shall be paid from special assessment (cash payment or certification to the tax bill) of benefited property abutting on the water line extension or right-of-way in which it is constructed in the form of a Basic Benefit Assessment with the assessable project costs assessed per benefited parcel (total assessable project costs estimated at $70,000.00) and an Improvement Benefit Assessment at the option of the property owner for all improved or unimproved properties (estimated at $23,176.00) or General Obligation Bonds or Notes issued in anticipation thereof pursuant to Chapters 6103 and 133 of the Ohio Revised Code, and a contribution by the County Waterworks System Capital Improvement Fund (estimated at $12,400.00).
Pursuant to Chapter 6103 of the Ohio Revised Code, notice is hereby given that endorsements of and/or objections to the construction of said improvements, the location, and the estimates of cost and financing, and tentative assessments thereof, all described in said Resolution, will be heard by the Board of County Commissioners at 11:00 A.M. Local Time on Wednesday, September 26, 2018, in the Session Room of the Office of the Board of County Commissioners, 101 East Main Street, Batavia, Ohio 45103. At such time and place, a public hearing will be granted by such Board of County Commissioners to all interested parties.
A copy of said Resolution, the plans, specifications, estimates of costs and financing, and tentative assessments for such improvements are on file in the Office of the Board of County Commissioners, 101 East Main Street, Batavia, Ohio 45103 and the Office of the Clermont County Water Resources Department, 4400 Haskell Lane, Batavia, Ohio 45103, where they may be examined.

Work under this Project is generally defined as the rehabilitation of approximately 15,137 LF of gravity sewer using cured-in-place pipe on 8-inch sewer main, approximately 3,550 LF of gravity sewer using cured-in-place pipe on 10-inch sewer main; reinstatement and rehabilitation of approximately 263 6-inch sewer laterals using cured-in-place lining; installation of approximately 263 new cleanouts; rehabilitation of approximately 64 4-foot diameter manholes and 1 5-foot manhole, including application of approximately 644 VF of polymeric coating. This work will take place in various locations throughout Clermont County, including Oak Street, Chapel Road, Hitchcock Lane, and Main Street in the Village of Amelia, State Route 125 in Pierce Township, Glen-Este Withamsville Road, Loda Drive, Ellis Avenue, Picket Way, Hearthstone Court, Forsythia Drive in Union Township, and Half Acre Road in Williamsburg Township. Each bid must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experience on projects of similar size and complexity. The Owner expects to proceed with the construction under the Project immediately after satisfactory acceptance and award of the construction bid and execution of the contract, with completion of all work for Project No. 6402-62007 within 210 calendar days from the date of the Notice to Proceed. The Engineer’s Estimate for this Project is $3,133,156.00.

Work under this contract is generally defined as public facilities and infrastructure improvements to Riverside Park in Milford, Ohio. The work involves installation of a prebuilt structure at 425 Victor Stier Drive in conjunction with an update to the park masterplan. Installation of a concrete slab, sidewalk and lighting are required as part of the improvements. Instructions to bidders, specifications, and bid form outlining the terms and conditions of the proposed purchase of services may be obtained by interested bidders during normal working hours of 8:00 A.M. to 4:30 P.M., Monday through Friday at the Clermont County Water Resources Department, located at 4400 Haskell Lane, Batavia, Ohio 45103, Attn: Connie Miller, (513) 732-7934, Fax (513) 732-7310 or via e-mail to cmiller@clermontcountyohio.gov.
A non-mandatory pre-bid meeting will be held on Tuesday, 6/19/2018 at 10:00 a.m. Local Time. This meeting will be held at the Clermont County Water Resources Department located at 4400 Haskell Lane, Batavia, Ohio 45103.
Each bidder must submit their bid in triplicate, one (1) original and two (2) copies with each copy stamped “copy”. Each bidder must deposit with his bid, security in the amount of one hundred (100%) percent of the amount of the bid if in the form of a Bid Bond or in the amount of not less than ten (10%) percent of the amount of the bid if in the form of a certified check, cashier’s check or letter of credit, for and subject to the conditions provided in the information for bidders and pursuant to Ohio Revised Code Section 153.54.
Attention of bidders is particularly called to the requirements as to safety regulations, conditions of employment to be observed and minimum wage rates to be paid under the Contract. All bids must comply with Clermont County General Instructions to Bidders in addition to the requirements set forth in the Specifications, and Bid/Contract Documents referenced herein in order to be considered. Letters of credit and bid bonds must be filed with original signatures. Facsimile and electronic copies of the letter of credit, bid bond and Power of Attorney of the Surety will be deemed non-responsive.
The Board of County Commissioners reserves the right to waive any informalities, reject any or all bids and to hold such bids for a period of sixty (60) days before taking any action and to award a contract to the lowest and best bidder(s). No bidder may withdraw his bid for a period of sixty (60) days after the actual date of the opening thereof.
