Officials Announce Start of Illegal Dump Cleanup in Goshen Township

BATAVIA, OHIO (Oct. 22, 2025) – The Clermont County Land Bank, along with elected officials from Clermont County and Goshen Township, their contractor and environmental consultant will discuss the process to remove and remediate a massive illegal dump along State Route 28 on Friday, Oct. 31.

The news conference will take place at 10:30 a.m. adjacent to the dump at 1481 State Route 28, Loveland, OH 45140.

The illegal site covers seven acres and an estimated 24,000 tons of waste located directly across the street from Eagle’s Nest Golf Course, which is being redeveloped into a 163-acre residential and commercial complex.

Multiple piles of construction materials, tires, hazardous waste and other debris tower more than 20 feet high in spots at the dump. The Ohio Department of Development awarded the Clermont County Land Bank nearly $2.5 million in grant funding to clean up the site.

The Land Bank expects to prepare the site for redevelopment once cleanup is complete. Cleanup is expected to take about three months with final Ohio Environmental Protection Agency final approval expected in 2026.

The grant, funded through the Ohio Brownfield Remediation Program, includes a local match by the Land Bank and Goshen Township.

The Ohio EPA cleaned up a related, illegal dump on nearby Parker Road in 2024. That cleanup included the removal of 1,700 tons of material. The property was later sold at a foreclosure auction.

State, county and township efforts to clean up the dump on Route 28 date back 17 years. The Clermont County Health Department first issued orders on the property in 2008.

The Parker Road property and two of three parcels on Route 28 were previously owned by Donald W. Combs.
