Proposal Opening: Contracted Services for a Land Record Recording and Record Management System

Separate sealed proposals for the lease of the following Land Records: Recording and Records Management System within the Clermont County Recorder’s Office will be received by the Board of County Commissioners, Clermont County, Ohio, 101 East Main Street – 3rd Floor, Batavia, Ohio 45103, until 2:00 P.M. Local Time on Thursday, May 3, 2018, at which time all proposals shall be opened and acknowledged publicly.

Land Records: Recording and Records Management System

Work under this Project, located at the Clermont County Recorder’s Office, 101 East Main Street, Batavia, Ohio 45103, consists of Leasing a Complete Land Records Recording and Records Management System including all software, hardware, equipment, maintenance, implementation, support and training and able to perform a three step process to electronically record documents. This will also include transferring all data that is currently stored digitally and services to back scan, digitize, and index records that may be added into the system.

The General Instructions to Respondents, Form of Proposal, Form of Contract, and Specifications including other Contract Documents may be examined and obtained Monday thru Friday during the hours of 8:30 A.M. – 3:30 P.M Local Time at the following location:

Each Respondent must submit their proposal in TRIPLICATE, one (1) original and two (2) copies with each copy stamped “COPY”.

All proposals must comply with Clermont County General Instructions to Respondents in addition to the requirements set forth in the Specifications Documents referenced herein in order to be considered.

If necessary, discussions with offerors will be conducted for the purpose of ensuring full understanding of, and responsiveness to, the requirements specified in the request for proposals. A non-mandatory Pre-Proposal meeting is scheduled for Tuesday, April 17, 2018, at 10:00 A.M. Local Time in the Clermont County Auditor’s 1st Floor Conference Room located at 101 East Main Street, Batavia, Ohio, 45103.  The contract will be awarded to the offeror whose proposal is determined to be the most advantageous to the County, taking into consideration the evaluation factors and criteria.

The Board of County Commissioners, Clermont County, Ohio, reserves the right to waive any informality or to reject any or all proposals.
