Proposal Opening: The Water System Supervisory Control and Data Acquisition (SCADA) Upgrade Project

Legal Notice

The Board of Clermont County Commissioners will be accepting sealed proposals for the Water System SCADA Upgrade Project for the Clermont County Water Resources Department.  All proposals shall be submitted in a sealed envelope marked: Proposal – Water System SCADA Upgrade, Clermont County Water Resources Department, and must be received in the Office of the Board of County Commissioners, 101 East Main Street, Batavia, Ohio 45103, no later than 2:00 p.m. local time on Thursday, March 22, 2018, at which time all proposals shall be opened and read aloud publicly.

Instructions to proposers, specifications, and proposal form outlining the terms and conditions of the proposed purchase may be obtained by interested parties at the Clermont County Water Resources Department, 4400 Haskell Lane, Batavia, Ohio 45103, Attn:  Jennifer Brooks, Phone: (513) 732-8864, Fax: (513) 732-7310.

A non-mandatory pre-proposal meeting will be held on Thursday, February 22, 2018 at 2:00 p.m. local time at the Clermont County Water Resources Department, 4400 Haskell Lane, Batavia, Ohio 45103.

In addition, non-mandatory site visits to Pierce-Union-Batavia Water Treatment Plant (PUB WTP) and Locust Corner Booster Pump Station will be held on Monday, February 26, 2018 and Monday, March 5, 2018 at 9:00 a.m. local time beginning at the PUB WTP, 650 SR 749, New Richmond, Ohio 45157. Non-mandatory site visits to Miami-Goshen-Stonelick Water Treatment Plant (MGS WTP), Booster Pump Station #3, and Water Storage Tank – Branch Hill will be held on Tuesday, February 27, 2018 and Tuesday, March 6, 2018 at 9:00 a.m. local time beginning at the MGS WTP, 400 SR 126, Miamiville, Ohio 45147.

Each proposer must submit their proposal in TRIPLICATE, one (1) original and two (2) copies with each copy stamped “COPY”.  Each proposer must deposit with his proposal, either a bid bond for five percent (5%) of the submitted proposal or a certified check, cashier’s check or money order drawn on a solvent bank or savings and loan association in the amount of not less than five percent (5%) of the submitted proposal pursuant to the provisions of Section 307.88 of the Ohio Revised Code.  Bid bonds must be filed with original signatures.  Facsimile and electronic copies of the bid bond and Power of Attorney of the Surety will be deemed non-responsive.

All proposals must comply with Clermont County General Instructions to Proposers in addition to the requirements set forth in the Specifications Documents referenced herein in order to be considered.

If necessary, discussions with offerors will be conducted for the purpose of ensuring full understanding of, and responsiveness to, the requirements specified in the request for proposals. The contract will be awarded to the offeror whose proposal is determined to be the most advantageous to the County, taking into consideration the evaluation factors and criteria.

The Board of County Commissioners reserves the right to waive any informalities or to reject any or all proposals. No proposer may withdraw his proposal for a period of sixty (60) days after the actual date of the opening thereof.
