Work under this contract is generally defined as public facilities and infrastructure improvements to Cross Street in Owensville, Ohio. The work involves widening Cross Street to 16’, clearing and grubbing, road resurfacing, curbing, storm sewer, conduit for lighting, grading and drainage improvements. The County expects to proceed with the construction under the contract immediately after satisfactory acceptance and award of the construction bid and execution of the contract, with completion of all work for Contract No. 2016-03 by March 31, 2018.

The Clermont County Board of Commissioners, in cooperation and coordination with the Clermont County Engineer’s Office, will be accepting sealed bids for the furnishing of all labor, equipment, and materials needed to construct PROJECT NO. RS-13-17:2017 Resurfacing Program, in accordance with the Ohio Department of Transportation Construction and Material Specifications( effective January 1, 2016 and its revisions and supplements), Standard Construction Drawings, Standard Bridge Drawings, Ohio Manual of Uniform Traffic Control, The State of Ohio Department of Transportation Bridge Design Manual, and other applicable standards in force on the date of letting and in accordance with the Project Specifications (including Special Provisions) on file in the office of the Clermont County Engineer. The engineer’s estimate for this project is $2,000,664.20.

All bids must be submitted in a sealed envelope marked: BID: PROJECT RS-13-17, 2017 Resurfacing Program, and received in the office of the Clermont County Board of Commissioners, 101 East Main Street, Batavia, Ohio 45103-2960, no later than 2:00 P.M. Local Time on Thursday, July 20, 2017 after which time all bids shall be opened and read publicly. Each person bidding for a contract for the construction, demolition, alteration, repair, or reconstruction of any public improvement is required to file with his bid a bid guaranty in the form of either (1) a bond for the full amount of the bid or (2) a certified check, cashier’s check or irrevocable letter of credit pursuant to Chapter 1305 of the Ohio Revised Code in an amount equal to ten (10) percent of the bid pursuant to Section 153.54 of the Ohio Revised Code. The successful bidder at the time he/she enters into the contract shall be required to file a performance bond in the full amount of the contract pursuant to Section 153.54(c) of the Ohio Revised Code. DOMESTIC STEEL USE REQUIREMENTS AS SPECIFIED IN SECTION 153.011 OF THE REVISED CODE APPLY TO THIS PROJECT. COPIES OF SECTION 153.011 OF THE REVISED CODE CAN BE OBTAINED FROM ANY OF THE OFFICES OF THE DEPARTMENT OF ADMINISTRATIVE SERVICES.

Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity.  The owner intends and requires that this project be completed no later than October 27, 2017.

All Contractors and subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor, in the implementation of their project. Additionally, contractor compliance with the EQUAL EMPLOYMENT OPPORTUNITY requirements of Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and Governor’s Executive Order 84-9 shall be required.

The building will be approximately 12×16 feet and will include the construction of an accessible concrete pad at the entrance of the building. Sidewalk extensions will be included. Local Time in the Office of the Board of County Commissioners located on the 3rd floor of the County Administration Building at 101 East Main Street, Batavia, Ohio 45103 to consider the proposed Tax Budget for Fiscal Year 2018.  Copies of the budget will be available for public inspection beginning June 16, 2017 in the County Commissioners’ and County Auditor’s Offices as well as on the County’s website, http://www.bcc.clermontcountyohio.gov/.

General Fund operating revenues support the basic functions of County Government, including Board of County Commissioners’ Building Inspection and Emergency Communications departments, the Judicial System, Auditor, Treasurer, Recorder, Prosecutor and Sheriff/Jail.

Clermont County residents are encouraged to review the budget requests, attend the public hearing, and/or send comments or questions to the Commissioners’ office or e-mail to bccbudget@clermontcountyohio.gov.

Proposal Opening: Utility Bill Audit/Rate Verification

The Board of Clermont County Commissioners will be accepting sealed proposals for the evaluation and confirmation of rates and charges for gas and electric services being provided to Clermont County. All proposals shall be submitted, in triplicate, in a sealed envelope marked: Utility Bill Audit/Rate Verification. All proposals must be received in the Office of the Board of Clermont County Commissioners, Suite 329, 3rd Floor, 101 East Main Street, Batavia, Ohio  45103 no later than 2:00 P.M. Local Time on Thursday, June 29, 2017, at which time all proposals shall be opened and read publicly.

Proposal packages may be obtained by interested parties from Sukie Scheetz, Director, Office of Management & Budget, Phone: (513)732-7986, email: sscheetz@clermontcountyohio.gov.

The Board of Clermont County Commissioners reserves the right to waive any informalities, reject any or all proposals and to hold such proposals for a period of sixty (60) days before taking any action.
